Carlos San Basilio was born in Lugo in September 1965. He holds a degree in Economics and Business Studies from the Autonomous University of Madrid. He joined the Cuerpo Superior de Técnicos Comerciales y Economistas del Estado by competitive examination in 1990. Subsequently, he obtained a Master's degree in Public Administration from Harvard University in 1997.
Throughout his professional career, he has held various positions of responsibility at both national and international level. Since 2024, he has held the position of Chairman of the Comisión Nacional del Mercado de Valores (CNMV). Between 2021 and 2024, he was Director of Corporate Strategy at the European Bank for Reconstruction and Development (EBRD). Previously, between 2018 and 2021, he served as Secretary General of the Treasury and International Finance.
As part of his public functions, he has been a board member of the CNMV, the Bank of Spain and the Fund for Orderly Bank Restructuring (FROB). He was also Director General of the Treasury between 2016 and 2018, and Director of Resolution at the FROB between 2015 and 2016. He also served as financial advisor to the European Union (2013-2015), director general of State Assets (2012), and director general at COFIDES (2010-2012). Between 2004 and 2010, he was executive director of the Public Debt Market (MTS).
His extensive experience and knowledge in the financial and market fields have made him a key figure in the economic and regulatory system in both Spain and the EU.

He has also held other senior positions at Barclays, in particular in the leveraged finance, equity markets and debt markets departments with a focus on Southern Europe.

José Luis Jiménez Guajardo-Fajardo was born on 17 May 1968 in Madrid. He holds a degree in Economics from the Complutense University of Madrid. He completed his training with a diploma in Economics of European Integration from the London School of Economics (London), as well as with the Global Senior Management Programme taught jointly by the Instituto de Empresa and the Chicago Graduate School of Business in Barcelona. He also completed the Oxford Strategic Leadership Programme at the Oxford Said Business School.
Since April 2025, he has held the position of Chief Financial Officer (CFO) of MAPFRE. He also performs other relevant functions within the group, such as director of MAPFRE INTERNACIONAL (from January 2024) and joint and several administrator of MAPFRE INMUEBLES (from January 2025). He is also a member of the board of directors of Abante Asesores, Malta Middlesea and MSV Life. He is also a founding member of the Group of Boutique Asset Managers (GBAM), an international association of specialist asset managers.
Throughout his professional career he has held various senior positions in the financial sector. He was Chief Investment Officer of MAPFRE between 2015 and 2025, and previously, Chief Executive Officer of March Asset Management (2009-2015). He also held positions as Head of Asset Allocation at Skandia Investment Group (2007-2009), Chief Investment Officer at SkandiaLink for Europe and Latin America (2002-2007) and Chief Economist at Skandia Vida (1998-2002). His career began in the Research Department of Caja Madrid, where he worked as an economist between 1990 and 1998.
In the academic field, he was professor of Economic Environment at IE Business School in Madrid for more than 15 years, from 1997 to 2015.
His profile combines a solid academic background with extensive experience in financial markets, investment management and strategic leadership at national and international level.

Carlos Mijangos graduated in Civil Engineering at Universidad Politécnica (Madrid) and has a postgraduate course in Business Administration at IESE (Madrid). Over his more than 30years of experience in the construction and infrastructure industry he has worked in management, business development, project finance and M&A transactions related to infrastructure projects (roads, subways, light rail trains, hospitals, transportation hubs,

Ángel Benito Benito was born in Guadalajara in October 1961. He holds a degree in Business Studies from the Universidad Autónoma de Madrid and a Master's degree in Financial Management and Management Control from the Instituto de Empresa (1993). In addition, he has taken several specialised courses in market supervision at international organisations.
Since May 2021, he has held the position of Director General of Markets at the CNMV. Previously, he was a director of the CNMV between January 2017 and April 2021, and had already served as Director General of Markets between 2000 and January 2017. Previously, he worked as Deputy Director of the Primary Markets Division, in the CNMV's Issues Area (1993-2000), and as a technician in the Issuers Division of the same body (1990-1993).

Carla Díaz is the Director General of the Treasury and Financial Policy at the Spanish
Ministry for Economy, Trade and Business. In this capacity, she is responsible for the
Treasury’s competences in financial regulation, including sustainable finances, in funding
and treasury management and in the prevention of money laundering.
From January 2021 to February 2024 she was Director of Resolution at FROB,
responsible for FROB’s competencies in resolution and in charge of coordinating
